I have a question about the episode called Coda

In the episode Coda, when the alien stated to Janeway, "This is what my species does," why didn't it reveal its true form and still pose as her father?

It was a coward and a leech, possibly without need of form as it fed energy.. only using form to lure its victims.
 
I have a better question... why are the Captain and XO alone on a shuttle mission?

Same issue as "RESOLUTIONS"... why were both on the planet at the same time? (Though in that case, it could be argued it was a shore leave situation for everyone.)
 
I don't recall them mentioning what the actual mission was in the episode
