And here's the old one for comparison:

Nice. The broken off bit has been re-attached (albeit badly ;) ). I wonder if that signifies a change of artistic direction?

Series graphic art beginning to look more polished. Hopefully they'll smarten up, perhaps soften the title font. It's a bit difficult to do better than Bad Robot did with the 60's lettering in publicity. But striking through some of those alphabet characters, in an effort to reinvent, is a bit unnecessary.

Old one looks like the backside of the new one. I could easily see the opening titles beginning with the gap and pieces closing in and forming the new logo.

I wonder if the gap in the delta shield somehow referred to the show’s premise. Maybe the Discovery isn’t considered to be part of Starfleet (or like some have said part of section 31).

Maybe it symbolically means "we finally think we got our shit together!"

New graphic looks better, but still a bit rough for such a high-profile production, if you ask me.

The new one looks better. It is lighter, more shiny, but they still should get rid of that crease. Why not a proper delta?

I suspect the original was just something that looked cool for concept art, and that this one is an interim logo. I think we'll see one more iteration of the logo, where it's a bright, clean and whole TOS insignia.

Yeah, the promotional graphics for this show have been pretty amateurish CG so far.

The star inside the delta was originally only used on the Enterprise. I wonder how they will explain this.

Retcon it as that was always a very tenuous thing in TOS anyway, we see the star and delta prior to TOS in later productions.

And internal memos indicate that the singular ship logo was not intentional, at least as far as GR was concerned.

The delta with star has been used for all of Starfleet in the nuTrek movies, which are set during the TOS era. The delta itself was used as the uniform emblem for both the Kelvin and the Franklin, which were in service prior to the incident which split the universes into oldTrek and nuTrek.

So, the simple answer is this: the delta shield with star has been the emblem associated with Star Trek as a whole for nearly half a century and, just like bumpy-headed Klingons, is now treated as always having been the symbol of Starfleet. It does not require explanation any more than the Klingons did.
