There must be some kind of treaty against Genesis Devices in TNG. Otherwise 1701-D would carry a few around for those times when they came across a lifeless planet. Maybe someplace like Delta Rana IV, where Kevin and Rishon Uxbridge lived. It was all but destroyed by the Husnock. After resolving the little issue with Kevin, they could drop a Genesis Device as they leave orbit and let Star Fleet know Delta Rana IV is, once again, fit for habitation.
All those planets they are trying to "Terraform,"... drop a Genesis Device and move in tomorrow.

It just makes sense that if they can make one, and one of the designers survived Khan, they should be able to make more. Even better ones after a while. And they would carry a few around in most exploration ships incase they find a dead planet.
