The lend lease act was march 11 of 1941. Not all that neutral. The US remained neutral until Japan attacked the US and Germany and Italy declared war on the US.

Except--should the Federation care about any of this collateral damage, as the Federation itself was not directly impacted? There is a danger of grandiosity in this--the Federation could imagine it controls the universe by its actions and it does not.Janeway saved the Borg from 8479.
Every one that was assimilated after that, including Arturis' lot form Hope and Fear, that's squarely Janeways fault for believing Kes that 8472 were a threat when they were not.
Saving the Klingons in Undiscovered Country, and a hundred years later they are sacking Cardassia Prime.
We don't know what shadey shit the Vadwaar were going to get up to, but Janeway didn't want to wake them, and then when Seven went against protocol, janewy was pissed, and they were then responsible for whatever shady shit was to come.
Janeway gave the Hirogen Holographic technology, to save them from extinction, but they invented a sentient slave race, they tortured for shits and giggles, who in turn during a war of liberation was about to wipe out the Hirogen completely. Janeway almost took out two species with that act of kindness.
^ That is the risk your take when helping a nation. Imagine if the US remained neutral in 1941, we'd all be speaking German and some of us would be extinct for not meeting 'Master race' requirements. But at least the Middle East won't be in turmoil. Right?
Yes, the thing about obeying all local laws as part of the PD is nonsense. By all means appear to respect local laws, but if the local idiots want to execute you for blowing your nose on a Tuesday, you are well within your rights to give them the finger. OTOH, if you are talking about societies with which Starfleet has open relations, that's a different matter. It was incredibly stupid, and doesn't take into account all the possible scenarios one may face when dealing with lesser cultures.
Should Kirk have ordered all 430 people into disintegration chambers in "A Taste of Armageddon"?
How many people in our society are "happy"? Maybe we should blow everything up so we can develop. How can they be "happy" when they've only ever experienced one way of living and never having the knowledge or choice of anything else.
I think the Earth government accepted Vulcans as advisers in the hope this would give them an advantage in diplomacy and trade later on.As for enterprise, you're right, it does create mistrust and I still don't understand why the humans even listened to the Vulcans. They created the technology themselves and didn't really need the Vulcans to tell them what to do.
The Vulcan could have helped Humanity in many different ways, just not in the one area of interstellar travel.I still don't understand why the humans even listened to the Vulcans

Vulcans without the Prime Directive "We will only Help you, if you embrace Logic" or "You will accept our help, and you will embrace logic".
