Hey, I never noticed that before....

Yep. They were always using stock footage of the bridge in which Blackburn from behind was a placeholder for Chekov, or anybody else in the navigator seat. The show was made for a TV audience who would see it on cathode ray tubes, focus on Kirk, and not memorize background actors.

If you weren't supposed to notice the stuntmen's faces during the fistfight in "Space Seed", then I'm pretty sure you weren't supposed to recognize Blackburn playing two background crewmen in different shirts.

I just watched 'Obssession' and Bill Blackburn is wearing a command tunic as he sits at the navigator's position. Then he can be seen walking past an open door in a blue tunic. Finally, he has the command tunic back on. He really gets around.
 
It's funny that he didn't remember what tunic he was supposed to wear, the actor I mean.

I think they stuck him in a different tunic on purpose, making two background characters out of one actor thus stretching the budget dollar.

They probably didn't expect anyone would ever see the episode beyond one time, didn't think anyone would notice it's the same actor or didn't care if they did.

Given how glaringly obvious the use of stuntmen throughout the series is, (even in SD) the truth is most likely the latter.

Ooooopsss! Kirk messed up in 'Gamesters'. When he is deposited on his butt on the Triskelion pad during the teaser, he sits on his communicator. When he turns around you can plainly see the flip up antenna is bent with respect to the body of the device. Sorry Starfleet. Put the damage on Kirk's expense account.

Or that Star Trek would become such a cultural phenomenon that millions of geeks would want to analyze each episode frame by frame.
 
Oh, well. It's just funny to see the mistakes that are caused by the pressures of filming on time and under budget.
 
That's just Section 30's cloning project, you aren't supposed to notice that.

"Ultimate Computer" shows Bill Blackburn walking by the transporter room just as Kirk enters in the teaser. This time he wears a red shirt and he purposely turns his head away from the door so that he can't be identified by geeks like me.

Too bad they never wear glasses or have moustaches, or get fat, or have long hair, because that would make it easier to pretend that he's someone else.

It's easy to forget that at the time the series aired, viewers would see it only one time, on a small screen that probably had some ghosts and static. They weren't expecting it to be watched dozens of times with high resolution and fans going back and watching background details again. Sure, they could have put their extra in a fat suit or something, but nobody was expecting the audience to be watching that closely. Facial hair or long hair on men probably wasn't within the uniform regulations anyway. Were there any Starfleet crew in TOS era with either?

I don't recall any Starfleet members having facial hair, but lots of aliens had moustaches and beards.

Well, Riker had a beard but it was supposed to be more than eighty years later.
