Vulcan Mind Meld

Hopping back and forth between the different incarnations of Star Trek, when watching Enterprise I noticed in the episode in the first season when they meet up with the Vulcan group that tries to find balance between emotion and logic, when one of them shows T'Pol the mind meld, he calls it a lost technique or something that hadn't been practiced in years. Considering this incarnation of Star Trek a prequel to the others, how then did the knowledge get passed on later where someone like Spock would have picked it up and learned how to use it when the Vulcans seeking balance weren't well looked upon?
 
It was considered taboo in the Vulcan culture at this time period.

It's safe to assume that once knowledge of this behavior became common place, the stigma went away along with the governments suppression of it.
 
It seems that by the fourth season of Enterprise, Vulcan culture just happens to undergo another spiritual revolution, and one of the side effects is that melding once again moves from being a shamefully animalistic sexual practice to being a practical and logical tool and weapon.

After all, perpetuating the teachings of Surak involved melding in a rather central role, in the Syrranite sect that took power.

There would always have been melders (and indeed it may be every Vulcan had to meld in order to make little Vulcans, but folks like T'Pol had been taught to lie to themselves about that), but different elements in the society would have different levels of pratricing.

Watch ENT Season 4 and it will be clear. There is a change in the Vulcan society when Surak's teaching the Kirshara was found again and the Syrannite ascended to power. It is at this time that mind melding is accepted as part of Vulcans culture and heritage
