Yes, this is one of those "fan truths" which may be at variance with actual fact. There were three big action sequences (dune buggy chase, Picard escaping the Romulan ship in a mini-fighter, the big battle at the end) but NEM was actually quite a talky movie. Lots of serious discussion about fulfilling one's potential, aspiring to be better, the hand that fate deals us, etc. I like NEM.
Last time I watched NEM, I'd been out earlier, was still a bit tipsy, and happened to catch it when channel-hopping at midnight.
Said tipsiness and sleep-deprivation may have made me bellow "WHY!?" at the television screen, after Picard decided to call a 10-minute meeting for technobabbling...whilst the characters are being chased by the Big Bad's Super-Powerful Ship of Death.
Technobabble that just recapped exactly what we saw in the first five minutes of the freaking movie, natch. It's like somone involved in NEM heard the jokes about TNG being composed purely of technobabble, speeches and staff meetings, then decided to take that as a challenge.
