Why was the budget for The Final Frontier reduced?

The TNG corridors were noticeable in TFF. It makes me wonder where on the corridor soundstage they threw up the "Forward Observation Room" set.
 
I didn't have a problem with TFF using the TNG corridor sets, I just wish they had painted the doors red to least make them look a little different!
 
I don't have a big problem with that, as we see engineering for something like six seconds in TUC.
I was just surprised that in both TFF and TUC why they just did not use stock footage of engineering interiors from TMP/WOK. In TFF they used the new engineering tunnel set for Scotty scenes, but I think they should have included the TMP/WOK stock footage too. Same option should have been used for TUC.

That would be a great solution if:

A) TMP didn't have distinctly different uniform designs (not everyone in engineering was in the radiation suit)
B) James Doohan hadn't noticeably aged since 1979/1982.

We're talking about a quick shot in engineering just to establish that the ship was underway. I'd be surprised if it wasn't a second unit shot or something picked up during reshoots. 90-95% of moviegoers wouldn't notice or care that they were recycling sets. It's only the hardcore people like us who notice that stuff, especially at first glance.
 
I always thought the president's office in TUC was the Ten Forward set. The dark/light triangular pattern on the wall gives it away immediately.

In addition to Ten Forward being used as the president's office, both the transporter room and sickbay were basically straight re-uses of the Enterprise-D sets with mildly different lighting, and the dining room was a slightly redressed observation lounge. Because the movie was shot on such a tight schedule against such a tight budget, they had to cut corners wherever possible.

Edit: And they couldn't disturb the TNG sets too badly, since season five of TNG was scheduled to begin production just a couple of weeks after they wrapped production on the movie.

Had Starfleet Academy gone ahead instead of TUC I wonder if they'd have made do with alot of TNG sets? Probably

I remember seeing the officers' quarters in late TNG had a blue and green interface over the replicator instead of a red and yellow LCARS one because the production crew had forgotten to switch it back.
 
When I was a kid, the recycled TNG sets really bothered me in ST V and VI. Now I'm grown up, it doesn't bother me an iota. Those sets were all originally built for the first TOS movie! It's the interior of a giant and unmistakably Star Trek starship and serves it's purpose.

I only wish Scotty had his cool engineering console from this old commercial:

I think it bothers me more now. It shows how poorly Shatner spent the money on The Final Frontier and how cheap Paramount was doing The Undiscovered Country. Lol.
