I've forgotten a great deal of Voyager (on purpose), so I didn't recall that detail.Suppositions aside, they are operationally the same.
The holodeck on Voyager has more techno-garbage all over the walls than a holosuite, so I'm not sure that points to anything other than visual design for the show.
