I'm guessing you don't know how phones used to work, especially rotary ones and earlier. You could dial any number you wanted just by tapping on the button that the receiver rested on; the dial just did the tapping for you. You could do that, or call an operator to ask them to connect you to your destination as well (and that was the only way pre-rotary phones worked at all).
Sure, the lack of any kind of dialing device was weird, but it could still work as presented.

Finally watched it last night and totally geeked out when they were travelling between worlds. I'm not sure which image I was more excited to see, 90s Flash or Supergirl! I can't wait for the Supergirl crossover and I really hope the 90s Flash appearance is a hint of things to come.
