The Enterprise D Crew Question:

It has a capacity of 1,014 total crew? Or is that just Officers, meaning that with their children there is much more than 1,000 total crew?

Now compare it with the Enterprise and the Enterprise A. There are about 400 people. Even though in The Motion Picture they have The Rec Deck which makes the ship look much bigger! Their children are not supposed to be on that ship. This means that the crew of The Enterprise and Enterprise A are only officers.

So even though that The Enterprise and Enterprise A have much fewer crew than The Enterprise D, do they have the same amount of officers?

How much larger is The Enterprise D? It almost seems like the extra space is for larger quarters for families, as well as much more recreational facilities?? And even Deanna said that her seven year old ship is "not really finished" when she gave the tour to that ambassador who was fascinated with Chocolate Desserts.

Either the Constitution Class is larger than I thought, or The Galaxy Class is smaller than I thought.

It makes more sense for The Constitution Class to have like 700 total crew while The Enterprise D to have like 2,000 total crew.

Aboard the ED the tech manual said that the civilian population was about 200, so the other 800+ would be Starfleet.

And that's the occupied number. The total capacity, incase of an emergency, is 15,000 (like a planetary evacuation/colony evacuation/starbase evacuation, etc). Memory Alpha says a normal compliment can be between 1,000 and 6,000 (another website states three people to each quarter if 4,000). 1,000 or so must be a comfortable capacity.
 
We really have no idea how much crew the ship requires for regular operations. Might be some of the fantasy in "Remember Me" is founded in reality, and the ship could operate with just a hundred crew or so - but certainly not with two people as in the conclusion of that fantasy!

Also, "regular operations" would call for a bit of defining. How many people to just make the ship move, month after month, maintenance and repairs included? How many to allow her to do meaningful research as well? To do combat? One might speculate that pure combat would call for less crew than a well-rounded frontier exploration mission, but in the Dominion War episode "Field of Fire" we learn that 1,200 people were lost with a supposed Excelsior class vessel, smaller than a Galaxy... Perhaps big ships would regularly haul troops along with crew, such as in the alternate-timeline "Yesterday's Enterprise"?

We know little about the Kirk-era Enterprises, too, even if more than this. Under Chris Pike, the ship moved with just 207 people aboard. Under Kirk in TOS, she had 430 crew, including science specialists who apparently had no duties other than waiting for the rare archaeological find or whatever; perhaps the 207 was the actually required operating crew, then? Yet during the movies, 500 crew was mentioned for the refitted design despite her not being tasked with diverse exploration at the time.

The quarters we see are a tad larger, but the extra space also allows for there to be ten times the number! We don't know if the space is allocated that way, or if gigantic laboratories or tri-isophasic frammistats consume much of the room instead, but we do know the ship doesn't normally accommodate tens of thousands of people.

As for recreational facilities, though, Kirk's ships already seemed to have plenty. There is an entertainment space three decks high in ST:TMP, and dialogue from TOS "Let That Be Your Last Battlefield" appears to describe a similar facility. For all we know, that bit about a bowling alley wasn't a joke, either. And TAS showed a virtual reality room aboard the ship, bringing her on par with Picard's in that respect as well (even if the quality of the experience no doubt was much inferior, indeed rather cartoony!).

According to Memory Beta, the Excelsior-class total capacity is 6,000. But living situations were different on that class, vs. the Galaxy-class, as Memory-Alpha reminds us STVI: TUC and the Voyager episode "Flashback" show us crew quarters had four to nine people in them (unless of course you are the captain or a senior officer...). I would guess a ship like that really carries an anverage of 500 people (with unlisted).

Specifically, she said that Deck 8 is not really finished. That it is somewhat of a multi-purpose deck.
 
Smaller ships like Excelsiors needing bigger crews than a Galaxy actually makes sense - the ship is older with less automation. Voyager was the same size as Kirk's Enterprise but only needed a crew of 150 as opposed to 400.

That said, the Excelsior-Class in Field of Fire likely was carrying extra troops due to the war situation.

1,014 includes everyone and goes up and down maybe a couple. An approximate and marginally different number was given in Remember Me when Crusher was finally jettisoned from the micro universe where she was the only crew member.

That's distinct from how many the Galaxy class can carry or her capacity, say in a mass rescue scenario.

It's funny that the crew+passenger count of the E-D would stay that constant when we know there are people coming and going - visiting researchers, exchange students, diplomats etc.

In a cursory search, I only found two references to 1014 residents in the live-action episodes of TNG. One in Remember Me, and one a couple years later in Rascals.

The 1014 in Remember Me (said at the end of the episode, when everything was fixed) explicitly included the traveling Doctor Quaice (on his way to Kenda II). This occurs after a scheduled crew rotation, perhaps picking up new crew to fill a specific quota, and probably other passengers from Starbase 133 to Kenda or some other destination along the way (although they may have dropped off more passengers at the Starbase).

There may be some passengers onboard the Enterprise in Rascals, but since they only picked up four permanent residents at the start (Picard, Ro, Guinan, Keiko), who had been visiting a planet in a shuttlecraft, and they were on there way to a rescue mission, it seems more likely to me that the 1014 points to a higher capacity of permanent residents than in Remember Me.

1014 is stated both times as a matter of course by Picard (Remember Me) and Riker (Rascals), as if they are regularly updated as to the exact number of residents. I'd say, assuming these are the only two times it was mentioned onscreen, that it's purely a coincidence and the Enterprise-D tries to maintain a standard capacity somewhere between 1000-1020.
