STIV: What if the crew failed?

I voted that Earth would be "destroyed", but the Federation would go on. The capital would move to Alpha Centauri or to Vulcan. Human colonials would come back and rebuild a presence on Earth - even if that meant building a new Genesis device and setting it off there.
And then eventually the Veridian System might be decimated by Soran, because I'm assuming something killed Kirk and/or crew if they failed, and there would be no Kirk in the Nexus to help Picard - who would be trapped along with his ship and crew inside the Dyson Sphere without Scotty, anyway.
(I'm assuming they died, because otherwise they would have kept trying. If nothing else, they would find a way to have Western Union deliver a message to Sarek or the Federation President shortly before the Whale Probe events begin happening.

Kirk and co. would have been stranded in the 80s with no applicable job skills and ended up wandering the streets of San Francisco, unemployed and homeless.
Meanwhile, in the 23rd century, the whale probe would have evaporated all the water on Earth and destroyed the atmosphere in an attempt to communicate with whalekind, and eventually moved on. Since the most important Federation assets all seem to be located on Earth with no backup contingencies elsewhere, nobody would know what to do after that, and all the Vulcans, Telerites, Andorians, etc. would be running around the galaxy like chickens with their heads cut off.

Nah cause the Enterprise-B likely wouldn't have been the same ship had there been no Kirk to give the -A to, thus nothing that followed re Soran and the other El Aurians being "rescued" trying to get to the Nexus would have occurred the same way. He might've died in the attempt or gotten in.
This reminds me of a brain game my friend Jim and I played back some years ago regarding Star Trek III. What if the Enterprise had survived the battle with the klingons? Would it have held together for time warp? Would the Vulcan's have helped crew it?
If Kirk and Crew had failed I can imagine Earth being obliterated, and portions of the Federation fracturing/the Klingons may have taken the opportunity to move in and start conquering outlying worlds while the Federation Council attempted to reform at Babel or somewhere else.

Unemployed and homeless??? With Spock's unparalelled genius and Scotty's "inventions"--Including knowledge of unknown replicator tech--Kirk and company would have fabulously wealthy and retired in no time at all. And Admiral James T. Kirk would have eventually created Starfleet using parts from a Klingon protoype ship...
Earth would be subjected to a Biblical-esque apocalypse with floods and stuff and there would be no means of rescuing anybody given that Starships are rendered inert when in proximity.
The whale probe doesn't have much of a background. I wonder how much patience it would have or whether it would move to rampage on another planet?

Until the DTI noticed something had gone really haywire and made it all come out right... (yeah, I know they shouldn't have come into existence, but they'd have agents in other centuries as well - at least they would if they were sensible).
The Bop is the problem. You can't do a Doc Brown and put a little sheet on it and hope nobody notices a big ugly alien space ship shaped like a predator in the middle of a public park. Maybe they can pass it off as some kind avante garde piece of construction art or some damn thing. But then there's planning permission..bla, bla. It's any little thing with these councils. 
If Kirk and Co had landed on an uninhabited island off the beaten track, Kirk and Co could be Kings. But they didn't do that, so that sets us up for some curmudgeonly reflections from McCoy in his straight jacket about the value of thinking ahead and not putting all the eggs in one basket.

Who says they have to fail while the ship is still in the park? Get the ship going to find George and Gracie, an accident happens that strands them there, and Scotty supports them on the $$$$$$$$$$ he makes from his "inventions."The Bop is the problem. The ship wasn't completely out of power. If they couldn't fix it, they could have flown it out past the Farallon Islands and sunk it off the continental shelf.
It's still reckless landing in the blasted park. Reenergising the ship was only narrowly achieved and they had barely enough juice to transport our heroes off the carrier.
In the real Golden Gate Park someone would have run smack into it within hours. The park is that busy. I know, it's right over there. <points down street>
Let's say the ship is beyond repair.
Step 1: Sink the ship out in the ocean.
Step 2: Have Scotty make everyone into billionaires.
Step 3: Build themselves a fancy underground mansion or satellite and cryo-themselves and a couple of whales for almost exactly 300 years.
Step 4: Release themselves and save the planet.
