If Shatner were to appear, I'd want him to sing like in Free Enterprise. It's not like anyone would be taking it seriously at that point anyway.
No, for the exact same reason Adam West can't play Batman anymore.
Also, his character is dead. Any flashback would have him being 25 years older than he was when he died.

The filmmakers do have the technology now to make an actor look younger. Look at Michael Douglas at the start of the recent ANT-MAN film, as an example. I could see them finding a way to make him look like he did on screen in The Undiscovered Country.
Bob Orci's aborted ST3 script supposedly had Shatner and Nimoy cameo as older versions of Pine and Quinto's Kirk and Spock, when something wibbly-wobbly and timey-wimey happens. I think it could have been cool, seeing a glimpse of the Abramsverse future, where BFF's Kirk and Spock get a happily ever after of sorts.
Don't forget that James Doohan and Deforest Kelley reprised their TOS roles in TNG episodes as did Nimoy. This has been asked ever since Kirk was wrongly killed off in 1994. Sahtner reprised the role for the 1997 videogame 'Starfleet Academy' as well as a sketch for the 2013 Oscars, plus a few voiceovers.
This has been mooted for over 20 years, Shatner pitched what became 'The Return' novel as the 8th film plus appearances as either Chef or Mirror Tiberius were spoken about for Enterprise. Finally for the 1st and 3rd JJverse films cameos were mooted too but don't seem to have happened (Orci's story for the 3rd movie allegedly had Pine and Quinto meeting their older selves - sadly though we did loose Leonard Nimoy so that would have required a rewrite).
So will it ever happen? Be it in an independent fan film, on TV or in a movie? Nimoy, Nichols, Koenig and Takei have all played their Trek roles on screen again since Generations. Yes Kirk died but this is science fiction and Shatner is still very much a hard working actor/personality - surely it may happen one day?
Maybe within the next year being Trek's 50th?
That being said, I have written a part for Shatner in a Star Trek script that is crazy-good (even if I do say so myself... so much for what I just posted about humility, right?). I sent it to his agent who replied "Mr. Shatner does not consider these kinds of offers nor does he endorse them." I may be wrong (which is most likely true) but I got the impression the agent thought it good enough to bring to Mr. Shatner's attention and he personally shot it down since the source (me) was not of the usual channels (shall we say). And I doubt he even read it.
JohnD, the point you make about "perception" is a good one, in that if the Public perceived it as worthwhile and rewardable having Shatner return as Kirk, in some way, then it would simply happen. He'd be shoehorned into another TREK movie, somehow, despite his aging and having ballooned out. In the final episode of -ENTERPRISE- Frakes and Marina reprised their TNG roles, despite having aged well-past their character's ages in the Pegasus episode on that series. They were old and fat, but if you're a fan of these two actors and their characters, the attempts that were made to downplay that fact were more than sufficient. So it would be with a return of Shatner as Kirk. For me, personally, I don't want to see it happen. Some things in the past are better left behind ...
