One guy almost spoils it by giving a halfway reasonable explanation but even he couldn't find that Captain Picard although he did find another one.

So there was a officer during the American civil war who was named Picard, who held the rank of captain.

There was a story a short while back about a new US Navy destroyer, it's first commanding officer is named of Kirk.

It was cause for some raised eyebrows. It looked like someone tried to wipe the records and left a few clues behind.
