I guess those annoying popups weren't encouraging people to upgrade fast enough, so in early 2016 Microsoft is going to make Windows 10 a recommended update through Windows Update. So depending on what you've got your WU settings at, you could get the update automatically downloading, or even get the install process started automatically. (Although Microsoft is claiming that users will be "clearly prompted to choose whether or not to continue".)
