I feel that is a bit harsh. Neelix went through a crisis of faith, and had to fight off a personal demon, as he explained to Naomi. Losing a critical part of your life can be very traumatic and difficult to cope with. Neelix's suffering felt very real. But he overcame it in the end and was able to find a way to restore his inner peace.
I hope you are joking about the office clown comment. You never know what is going on in someone's life or why they do things (particularly when you first meet them).
^ No, it's just that Neelix (for all his boisterousness) didn't seem very happy on Voyager. I thought he was overcompensating for his sadness by acting like a goofball. Ever since he lost his homeworld he has felt very alone.
If Talax had not been under alien occupation, and Rinax (his home) hadn't been DESTROYED, Neelix might have been happier on the ship. But with all that tragedy in his life, he needed to be around other Talaxians because it was the only home he ever had.
