1. Doom wants to rule the world, not destroy it. Also he sent the Baxter Building (Home of the Fantastic Four) into space to blow up TWICE... Okay, the second time it was his heir after Victor had died, who'd been brainwashed with his brain patterns to push forward the legacy of Doom, but still if Doom was crying about anything, it was "These assholes stole my idea!"
2. If even one mutant died in 911, Magneto would have thrown Bin Ladin at the moon.
3. Kinpin is a human being, and a New Yorker, but he also makes a lot of his money in construction and real estate. Maybe he was sad, but his wallet was packing a chubby.
4. Doctor Octopus is a sociopath, he would have looked at the math and decided cost/benefit to see if the mission objectives had been achieved. The Loss of massive human life to Otto wouldn't touch him emotionally at all. He has problems.
