Kirk was a cowboy.
Kirk wasn't any more of a cowboy than Picard was. Throughout the original series, Kirk was more often than not a strict by-the-book type of guy. Sure, Kirk sometimes interpreted regulations in a "unique" manner in order to solve the problem of the week but every captain (Picard included) has done the same. The only incident I can think of where Kirk flat-out said "screw the rules" was Star Trek III.

I think Sisko is cool (and so is NuPike), but have to pick Archer, the guy who went out there without a starfleet to back him up.

I think it's ok. Widow I could see being a Neyrs-eske character in Star Trek.
