WR-104 Binary Star...

Well as long as it doesn't go nova before the premier of Trek XI I don't care...and who's to say that not the next step in our evolution? Fear God dread naught.

And one of the solutions, he says, would be to live deep underground until it passes, but then almost everything on Earth surface would be dead and air would be in large percentage depleted.

But the question is how would Jean-Luc Picard solve this?

Well no I mean if WR 104 explosion happened in Star Trek universe where they already have this technology. Would they make like a shield around the Earth and Mars and Moon like they have on spaceships?

No. They drop a bit of red matter into the super nova to create a black hole sucking up the shockwave before it hits us.
Romulus would be fucked, though.

Realistically: a large scale deflector shield positioned specifically to take the brunt of the burst. And if Romulus were in the way, it'd completely absorb the entire burst.
