Starship Registry Numbers

^ I think that's what Socks is suggesting. Starfleet is the central authority that hands out registries; it would allocate a block of numbers to a specific shipyard (for whatever reason), and when that runs out, the yard is given a new block, which may be completely different.

It just seems like the registration would be given when the resources were allocated to build a ship. That way the paper trail begins right at the beginning of the process.

That makes far more sense than saying "Utopia Planitia yards get 71xxx through 72xxx, Antares Yards get 72xxx through 73xxx..."

I don't think there's any on-screen material about the Yorktown becoming the Enterprise-A (I think it's just one of those Roddenberry hypotheses). As for the Defiant, the registry reverts back to NX-74205 due to the power of stock footage (or as one theory goes, the lease of a Romulan cloaking device goes very specifically to "USS Defiant NX-74205").

Seeing as how GR was the creator, his word is pretty definitive barring any other information.

You have to enlarge it several times and the image is blurry but you can make out the last two letters of the name on it are "L" and "O".

I don't see it that way. Roddenberry was simply a consultant on The Voyage Home and had nothing to do with the films at that point.
