I heard it from my Uncle's barber's daughter's plumber who did some work at Roddenberry's house in the early 80s.

My understanding of Roddenberry's pitch was it was essentially the same plot we got with First Contact, but with Klingons instead of Borg, the Guardian of Forever instead of technobabble, and instead of Cochrane's warp flight, it was the JFK assasination and a few other key points in history that our heroes had to make sure happened as they should, otherwise Earth woudn't have joined the Federation.

Star Trek Movie Memories is horribly sourced and inaccurate in many respects -- though less so than its predecessor, which is more or less full of shit -- and so the only stuff in it that I would take at face value is the actual direct quotes from the interviews (and even some of them are suspect).

I don't know enough about the latter to comment, however, as I recall from years ago, it did sound like the treatment was circulating around the TNG offices, so it's possible that's where Moore and Braga got the general idea (even though it's not terribly different from "City").

Also, after rereading my original post, instead of "same plot" I probably should have said "same story set-up", as my feeling was it was more of a chase through history than our heroes becoming actually integrated into the historical event as they did in First Contact.
