Of course there is a story! There is a rough draft script that will get a significant re-write, and most likely a few minor rewrites and touch ups along the way.
It's not like the Finger of God™ has to leave an immutable sacred record etched into golden plate and guarded by cherubs before filming and production can commence. Good grief.
