Since replicator resources were already limited, they should have dispensed with uniforms and just walked around in their underwear or less. Maybe there would have been more than 2 babies after 7 years.

Right, and 20 years further along? You've got two dozen children aboard who are coming of age. Eight of them have joined Starfleet by whatever authorized method exists. The other sixteen are not interested in Starfleet per se but are still trained, willing, and capable of running various ship operations. Do you limit their options to "sorry, not until you sign up"? Do you draft them? Or do you make some concessions?
20 years after that, you've got more non-Starfleet descendants than you have original crew. What do you do with them?
As presented for the first seven years, it makes plenty of sense to maintain uniforms and protocol. People here have good arguments for that. But there is no way Voyager would remain exclusively Starfleet for the entire 70-year trip.

How could they not be interested in Starfleet, joining Starfleet, being Starfleet when there is nothing else presented? It is the culture of every person they know, other than random aliens that only stay a short time. They will all "join" Starfleet.

Then I thought; why did they even bother to continue to wear uniforms, especially since quite a chunk of the crew was originally Marquis, so people who had left Starfleet or had never been in Sarfleet to begin with
