I wonder if the graveyard is the one where Clara Oswin Oswald (Victorian Clara) is buried.
 
Wonder what's the signifigance of the clouds....is it just me or does it look like Gallifrey might be emerging from them?

Could be, the clip goes by pretty quick. Could be Gallifrey or the Nethersphere. But it does look pretty similar to one of the time cracks.

Well, I suppose if there's one thing Moffat does better than utterly failing to write compelling female characters, it's that he loves to continuously self-reference his own work.

Kate Stewart has her own UNIT command airplane. I know the Valiant was destroyed in The Stolen Earth, but were they not able to build anymore helicarriers?

I'm guessing the Curator wanted his scarf back.

ETA: And I don't think that's Gallifrey seen in the clouds. I think it's just a city (probably London) seen through clouds at sunset.
 
That was the Master's funding the projects. With the Master gone, Torchwood's rift gone, the money need not go to such large projects.

As for Osgood. Being a Doctor groupie (I suppose) she might have access to multiple Doctor's clothing in UNIT archives. She might have a cricket coat....or the technicolor monstrosity that the 6th wore.
 
Amy and Rory are buried in New York. And the first time we see modern Clara Oswald, she's passing through a graveyard were Clara Oswin Oswald is buried.

Though there is some airplane time with UNIT. Though UNIT operated out of a airliner in "The Invasion" so it could get to hotspots quicker with the Second Doctor against the Cybermen.
 
From a dramatic and storytelling point of view Amy and Rory make the most sense. The audience is instantly familiar with them and their last scene in the graveyard is still a powerful moment in the show. Aside from an episode or 2 the viewers and the Doctor have no real connection to the other versions of Clara. In fact, the other versions of Clara may no longer even exist because the Doctor didn't die on Trenzalore.
 
The graveyard is definitely in London.
Leaked photos from the filming revealed one of the graves is marked "Thomas Thomas," who was the child who helped Strax in The Crimson Horror.
So no cyber-converted Amy and Rory rising from the graves.
