Worst Case Scenario-A Tom Paris episode?

I recently heard this episode described this way and was surprised. I never thought of it that way simply because the episode was not about HIM. It was about the holo scenario. We learn a few new things about him but not a lot. For instance he likes to do things on the fly and would like to write a holo novel 'someday'. He and Tuvok are freenemies but we already knew that from Future's End.

However that is countered with the fact that he is in almost every scene and that makes it HIS episode. I thought he was just the character who moved the story along.

Thoughts? What makes a character centered episode?
 
Maybe a character centered episode is one that shows some character development. I don't really think that's the case here.
 
It's an ensemble episode to me. A Paris centric episode would be one where he alone is the central character of the plot. That's not the case here.

Wanna know a real Worst Case Scenario? An episode where Chakotay and Neelix are the central characters. I'd be longing to be executed by Holo Seska after that.
 
He's probably got the biggest role in the episode, as the instigator of trying to further write the program beyond where it got left off, and then he and Tuvok are sharing time together. But yeah, I'm hesitant to call it a Tom Paris episode.

In general, when an episode was taking place on the holodeck and didn't involve the Doctor, it was a Tom-focused story, so I can see how it would get lumped into that category.
 
To me, WCS is like Future's End. These are not Tom Paris episodes per se but the Tom-Tuvok relationship is a significant part of them.
