World Security Council

According to a Marvel Wiki page, the MCU's World Security Council was an international organization formed of politicians from some of the world's most powerful countries to function as oversight for S.H.I.E.L.D. Why would an organization oversee what was basically an American intelligence agency?

Because they operate globally and because hydra was secretly building a global government framework they could essentially flip on when things were in place.
