I think Cumbervillain AKA John Harrison is a rogue Section 31 (a reference to Deep Space Nine) agent gone bad, who has been augmented with Eugenics Wars era technology (a reference to TOS's Space Seed, and Star Trek 2 The Wrath of Khan).

I think this is some top secret section 31 ship created using some technology from Nero's ship from the 24th century. Note that it is very reminiscent of the Enterprise-E.......yet if the measurements for the reboot NCC-1701 are correct, and it is as big as the NCC-1701-d, then this new mystery ship is a monster! It is easily 5 times the mass of the reboot NCC-1701!
