Here's the thing:

Star Trek II got a full restoration, and as such they had to make the effort to exclude the extended cut scenes.

The theatrical cut of Star Trek VI never existed in any form on home video.

It actually took more effort to do the theatrical editions than the extended ones on BluRay.

Talk about a lot of effort to not include the director's (and mine) preferred edition of the movies.
