Why would an EMH be the first holographic crewmember?

I'd make an entire ship out of holograms. Each crew member would be the combination of the top 100 best humans who worked in that position. Then they would return and start the Hologram War which would be won by humans who then outlaw hologram technology.
 
The prototype was probably some admiral's idea for a combat hologram, until some ensign mentioned an entire army of them could be neutralized by an electro-magnetic pulse.
 
There's some suggestion that EMH Mark I was something of a 'Beta Version' that was being trialed on a few starships (we see it in use on Voyager and Enterprise-E, but I'd suggest it was probably fitted to a good few more), but Lewis Zimmerman was never completely satisfied with it, which is why so many of them ended up being repurposed after they got replaced by EMH Mark II.
 
There is a physical component.

It's not just copying code.

Les than 800 were made, and all but one are "now" mining dilithium.
 
You're making me work!

I've probably read all your posts about the EMH.

But my mind is a like a tiny, tiny tumble drier full of odd socks.

If "Endgame was a good ensemble" cuts it as not just a good post but as a winning 7 year old zombie post, I can't imagine the moderators down your next thread for a lack artistic merit or being devoid intellectual forethought.
