Regula 1 was protected by the secrecy of it's location. A ton of starships and security staff would have drawn a lot of attention to the project.
Why wasn't there security/starships @ Regula station?

One wonders what else is hidden that way in the hinterlands of the Federation. Say, was the Darwin station from "Unnatural Selection" public knowledge, or just something Picard had the clearance to look up? Enemy agents would know something is there, as supply ships do visit the location, but they would think it inconsequential because the location wasn't physically guarded...
