Why was it implied that no one else could sense V'Ger Telepathically?

Except Spock?

Didn't seem any of the other Vulcans could detect V'ger "calling" from space. The Vulcan priestess mentions it "Touching his Human Blood" and she only seems aware of it through the meld....and then we have tons of other telepathic (who don't seem to conceal their emotions) species in Trek. yet we hear nothing about that. I know that they wanted Spock to have an arc in the film and thats why they did it that way in the real world, but was there ever an in universe reason for Spock being "singled" out by V'Ger?

I don't recall it being in any of the script drafts I've read, but Roddenberry's novelization has the Vulcan masters admitting they too have "sensed this far off presence" and wonder "does it have significance to you, Spock?" or words to that effect.

I don't think its so much that V'ger is "calling" but that Spock senses an intellect that represents that perfect logic he thinks he wants.

Everyone felt V'ger's call, but only Spock recognized it as a rewrite of "The Changeling."

If the Vulcan masters could sense V'Ger, couldn't they have...uh...passed that intel along to starfleet?

Considering such Starfleet attitudes as "I never understood Vulcan mysticism", it probably wouldn't have done any good.
