There's a difference between being born under apartheid, and actually being a racist. Your question would seem to suggest that you believe every single white person born in South Africa under apartheid was and is by default a racist, simply because they were born under a pre-existing system of segregation. That's not remotely the same thing as David Duke having been a Grand Wizard of the Ku Klux Klan.

I don't know which is stupider, the idea that Cliff Simon must be rascist just because he was born in South Africa, or the claim that he has a great position on television, or the suggestion that he should be treated like David Duke.

Others above me have already covered being born in South Africa doesn't make a person rascist. And while Ba'al maybe a popular villain to the Stargate franchise, it's hardly a "great position" in all of television. And isn't condemning a person based on where they live make you no better than David Duke?

But, okay, I'll bite. Why don't people confront him? Because there's nothing to confront him about. Why does he have the position he has in telelvision? Because he worked for it, took acting lessons, went to the audition, impressed the producers enough to bring him back. Same as any other actor. And David Duke is ridiculed because he clings to ideals which really have no place in modern society, and really should never have had a place in society at all.
