Why is Starfleet so dominated by Humans?

All the cool aliens are always just off camera. They only step into the shot when budget allows, like in TMP or STXI.

But they're there. Lurking. Waiting.
 
How much more aliens are in TAS?
I remember a Hawkman guy.

And another who was actually three different beings, one a head with little tiny feet, another who was a headless, legless torso who walked on his hands, and a third who was a waist down being. They all got together for the appearance of a average humanoid. Shining example of co-operation.

Solely budgetary reasons, most likely. Having numerous aliens as background characters in virtually every episode would not have been possible given a television show's budget.
They had the budget for makeup when the ships visited alien planets. So why couldn't they have added a few alien crew members to bottle episodes?

That's a very good question, to which I have no answer. As I said up-thread, it's one of my major pet peeves about Trek. There were plenty of opportunities to have alien characters in background shots. Granted, it couldn't be done all the time, for budget reasons, but once in a while would have been nice.
 
I agree with KingDaniel - they're there, we just don't see them.

Something along the lines of the Bajorians with their little appliance at the bridge of the nose (ear ring optional).

Our heroes enter the transporter room, as the camera rapidly pans across the room, we briefly see the transporter operator has a second set of arms at his waist. Just a flash.

- Body paint on the face and hands.
- A unusually short, thin, woman.
- A child with "old person" make-up.
- A unusually tall man in a padded costume.
- Actor with an "alien" inflection to their speech.
- Troi's black contact lenses.
- A yeoman whose last name isn't "Smith."
