Why is Janeway Holding Chakotay's Hand?

I watched Future's End Part I & II on Spike yesterday. I noticed that when Chakotay and Janeway are walking down the boardwalk they are arm in arm and Janeway is holding his hand. Isn't that a little too touchy for a Captain and her First Officer?

We are speaking of Kathryn Janeway, Miss Touchy-Feely of the Delta Quadrant. Nearly every fan fiction writer I can think of has written about her habit of making physical contact - one way or the other - with the people around her.

She is can be touchy-feely. I guess its just her personality.
