Why doesn't Michael have an Arrowhead on her uniform?

I got the impression that the delta was added to the jumpsuit to identify it as Starfleet and to distinguish it from the outfits the other prisoners were wearing.
The fact that her prison outfit was a brighter colour than the other three she was on the shuttle with wasn't enough difference to identify her as Starfleet?

For that matter, why was Michael even in a civilian prison? A Starfleet officer who has been convicted of committing mutiny that resulted in the deaths of over eight thousand Starfleet officers and plunged the Federation into war should be being held in a Starfleet prison, and we know Starfleet had its own prisons back in Archer's era. So why wasn't Michael sent there instead?

I don't think it was a Civilian prison she was in per se. Perhaps they no longer have separate military and civilian only prisons. It did look like her fellow conscripts on the shuttle had done some major crimes (IE hard core criminals.) Starfleet probably figured give the magnitude of her crime; that who she belonged with and was sent to a facility primarily holding such criminals.

They still have them in the 24th century. Ro Laren was sent to a Starfleet stockade. The penal facility in New Zealand is probably Starfleet run, given the ones we know who were sent there are either former Starfleet officers (Tom Paris) or people held in Starfleet custody (Bashir's dad).
 
DSC has some explaining to do anyway. What's with the black badges? It now seems badge color goes with piping color, except for black which IIRC went with standard silver. What has happened to the black badges, and who gets to wear one? Can Burnham get one if she asks nicely, since she already wore one in prison? Are all the blackbadgers ex-cons Lorca has drafted for their special abilities (say, demonstrated skill in killing)?

Have we even seen a black badge after that one scene? I'm starting to wonder if it isn't an abandoned thread that'll just end up being Early Installment Weirdness like James R. Kirk and Bill Riker.
 
The whole S-drive project may have been a secret from two-thirds of the crew originally, until it panned out. Perhaps after the breakthrough, Lorca either let the muggles in, or then sent them off the ship, in both cases eliminating the need for internal guards whose badges would have signaled "No, I'm not here for your security, turn back NOW".

They probably should give her a blank, rankless badge. Or even have an outline on the uniform (like badgeless, suspended cadet Kirk had in ST'09) But whatevs.
