It's not for the Q as much as it is for other species in the universe.
Don't provoke or otherwise spur on the Borg. Basically don't use your supernatural(for all intents and purposes) abilities to manipulate or engage the Borg into action.
Remember Q Junior was toying with the Borg-for his amusement.
