It was a popular style of hat worn in the time of the creation of Archie comics, it was actually a beenie with the brim cut in a zig-zag pattern and turned upward to make a crown-like apperance.

I posted after you and questioned your memory, thinking you mis-assumed Gomers' name was Goober. But then remembered Goober and made a phantom edit but, apparently, not before someone saw my post.

i think Jughead wears that crown cause it shows just how above he is of all the rest of the crap that teens in riverdale succumb to. he is like some benign beatnick lord. descended to earth to teach them that they need to take a moment , chill , and chow down on some of pop tates burgers, instead of kickin it eisenhower era style.
