In fact, from the period of 1987 to 2001 only two new Klingon ship designs would be created, and no new costumes.

Well, I was primarily focusing on 24th century Trek, which was essentially all Trek from 1987 through to 2001. Certainly no new costumes were created for Klingons during production of the 24th century shows.

I would think the Borg Queen might have wanted a banner, perhaps for selfish reasons.

Were the Borg all drones they wouldn't have a need for one.
