No doubt to include such foes as the Gorn, the Kzinti, the Hydrans, the Tholians and the Lyrans.Both times that the Romulans 'disappeared' from Federation view, the audience was given hints that they had an extremely active military life somewhere far away from Federation eyes (BOT mentions the commander being a veteran of hundreds of campaigns, the TNG re-introduction says 'our attentions have been elsewhere').
Perhaps the Romulans have other big, scary enemies besides the Federation and can't afford to make any kind of move that might leave them exposed.
Maybe the Romulan Empire is poor, with the bulk of their military dedicated to just keeping the Empire together and other wolves at bay. An all-out war with the Federation could cripple them, but I doubt they want the Federation to know that. If push comes to shove though, the Romulans may not even have the means to save their homeworld from a great disaster.
