On the contrary, I don't think Paramount wanted the show to fail (when does any studio want their show to fail?); rather, I think Paramount started to take the Star Trek brand for granted and that the franchise could rest on its laurels. Running a Star Trek show without the actual words "Star Trek" in the title was a bold move, but a positive step, in my opinion.
I do remember quite a bit of hype surrounding the show, however. Getting a name like Scott Bakula as captain was fairly big, as was the prequel approach (contrary to popular belief, prequels were a-okay until Attack of the Clones was released). Sure, the hype surrounding Enterprise wasn't that large compared to Abrams' movie, but then again, the movie is coming after a huge lack of on-screen Trek; Enterprise was still part of an uninterrupted stream of Trek that started in 1986.
