Why did the Hansons need a "bio dampener"?

In "Dark Frontier" the Hansons use a dampener so the Borg can't detect them, why was this necessary? The Borg ignore you if you're not a threat, they wouldn't of touched him if he was just stood there taking notes.

Also in the same episode the Borg Queen says that seven is the first drone to be liberated from the collective, did she forget about Picard?

The Queen just lies a lot. I mean, what reason would she have for telling the truth? Picard probably was the eleventy-eight-billionth Drone liberated during the long history of the Borg anyway.

Most wildlife ignores photographers, in the sense of not fleeing and not attacking. To capture meaningful photos, camouflage is still essential: the animals are not at ease if they know they are being observed. The same just goes triple for a sapient target of study.

Better to be safe than sorry. They were kidnapping drones and experimenting on them, and as we saw when the Borg found out they were not happy.

Picard wasn't a mere drone, he was an attempt for the Queen to find an equal.

She did forget about Hugh and his shipload of liberated drones, which fell under Lore's control for awhile.

Let's be honest, the Hansens were doing a little bit more than just standing around taking notes. They were beaming drones away from the cube back to the Raven. The Borg aren't going to take kindly to that.

And it was very, very early in the field of Borg research. They probably had no idea what the Borg would ignore and what they wouldn't.

It also makes no sense that Voyager was depending that technology for that mission, when they knew it had already been assimilated by the Borg. But in VOY, those kinds of "oopsie" moments with the Borg didn't matter much in the long run anyway.
