She probably stayed in the catsuit because the producers/writers thought her figure would attract their precious target audience. That's probably why they kept the regeneration chamber instead of giving her quarters, too. Well, if "success" only means numbers, then no, she didn't have much impact.

If "success" however, means better stories and holding on to some viewers who would have left (myself included), then she did have an impact.

Successful enough for Voyager to be known in pop culture, if being featured on the Simpsons a couple of times is any indication. Successful enough to make the full 7 years & earn syndication rights.

As far as viewership, it depends on how big you think Treks core audience is because TNG numbers where due to it being the big fad at the time. Not to mention the remaining Trek audience were divided betwen Voyager & DS9. So who knows how big Voy. audience could have been if it didn't have to compete against itself.

Many factors come into play that give reason why Voyager did hold stronger numbers. It's not like we don't talk about those factors nearly every other day here.
