Why did Q enlist Soong's help to kill Renee Picard in Picard Season 2?

Could someone help explain why this was necessary? I can just about accept Q needed Picard to live through the early 21st century again in order to have Picard reevaluate his prejudices about the Borg queen and so make other choices but I don't understand the necessity of making Adam Soong a murderer.

That's right, the embedded military team. They're still stuck down there? No wonder Picard the kid has night terrors.

The second episode, Penance, is good. I suppose my liking has me trying to make sense of the whole.
