why can't we cloak?

Actually, what drove the Klingons to sign the Khitomer Accords was that they couldn't rebuild their economy. Without the Federation's aid, the Klingon Empire would have collapsed within fifty years...
The Klingons were in economic trouble because they spent most of their resources and infrastructure on the military to fight the Federation. The Accords were to end the hostilities and free up resources they'd need to fix up their mess, the Feds helping just made it happen faster.
The Klingons really didn't have many resources left after the destruction of Praxis. It was their key energy-producing facility and its explosion created planetwide environmental disasters on Qo'noS.
Praxis was a result of the Klingons putting all their eggs in one basket, and when it fell, the Klingons were hurt badly. They needed the Federation's help in order to survive.

You may have something here. It is quite possible that Fed expansion in the early 24C was leading to a quickly deteriorating relationship with the Romulans culminating in the Tomed incident.
The Romulans could quite possibly have been ready to launch a massive attack, on the theory that even though alone eventually the Federation will overcome them they can do more to stop that now there are only 70 Fed worlds than they will be able to when there are 150 or more.
The treaty of Algeron was probably all about stopping this war. Numerous wars on Earth have started because of fears of an enemy's expansion, heck you could argue that the "Domino Effect" is the same thing.
That never made sense to me, we saw how massive that shockwave coming from Praxis was. If it was the moon of the Klingon homeworld it would've destroyed the planet, not just give it environmental problems.
It probably came just short of actually destroying the planet itself. It may very well have been the biggest disaster in Klingon history.
It never occurred to me that when they said Praxis was a Klingon "moon" that it was their homeworld's moon. I mean, what are the galactic odds that the very moon of an intergalactic power would also have a ton of Dilithium within it for mining?
I didn't get it til years later THAT was what they were talking about with the Homeworld's atmosphere being polluted by the blast. Though I do think a dilithium explosion of that magnitude would have cause more problems than an air toxicity buildup that would require evacuation within 50 years.
And it wasn't even evacuated since Qo'Nos is still inhabited 100 years later.
TUC needed more work done in terms of plot if they wanted it to be in keeping with what TNG had already stated.

To be fair, it was never specified exactly what kind of energy was being produced at Praxis, but its destruction was enough to create a massive subspace shockwave that rocked Excelsior a couple of sectors away.

They said that Praxis was destroyed from over-mining. Dilithiium is the only stuff in Trek known to be mined since it can't be replicated or produced synthetically.

Going back to the point of the thread, it was said in another discussion that aliens are rare on screen due to budget. It's not an argument here since it's actually cheaper NOT to see the ships on screen but can anyone picture themselves paying 10$ to go watch a black screen?
I always took the reason behind the Khitomer Accords was that the Klingons could no longer support their fleet and outposts along the Federation border, and wanted to mothball that fleet (getting Starfleet to do the same) so they could reallocate what resources they had left for economic recovery.
Then, the Romulans, who had previously counted on the Klingons to distract the Federation from what they were doing, would feel threatened, thus leading to aggressive action and the Tomed Indicdent.

I think the better question at this point, people, is WHY THE HELL CAN'T WE DE-CLOAK?!
Seriously. I'm getting sick of this. Other ships get confused when we hail them, other ships try to dock where we're already docked, and if I leave in a shuttlecraft, I have to guess and pray to get back in the shuttlebay again.
I've had it. I want our entire engineering department on this right away, and you can pull anyone else in on this to help, too. We're dropping out of warp, and we're just going to sit here. Dammit, mister, I want answers and I want them now!

Dilithium isn't the only thing that has been mined in Star Trek--far from it. Zenite, topaline, borite, cormaline, bakrinium, trellium--those are just a few of the substances or ores that have been mined on worlds both within and outside the Federation. A great deal more mining operations that have been mentioned onscreen have never specified what exactly they were mining, so those could be anything.
Rura Penthe was mentioned as having dilithium mines, but what was on Praxis is unknown. It could very well have been sarium krellide--a high-energy source which is used to create power cells for many devices--as far as we know...
Then there's Pergium, the radioactive element mined in Devil in the Dark.

Uh, I'd say there was. At the time, it was either a choice of fighting an all-out bloody war with the Romulans or signing a peace treaty that would keep the Romulans holed up on their side of space. They gave up cloaking tech, so what? Cloaks had repeatedly proven not to be the end all in terms of space stealth tech.
