Why are the Borg obsessed with Humans / Earth?

I have an issue with giving the Borg a massive domain of space they rule uncontested filled with millions of Cubes, and the ability to go nearly anywhere in the Galaxy with impunity.

You make a stupidly overpowered foe? Fine, but either factionalize them (with all factions hostile to one another) so they keep each other in check via endless faction wars, or have them be in small number with each vessel totally on its own and unable/unwilling to call others for help so there's absolutely no chance of ever seeing two Cubes at once.
 
I think that Picard states in I Borg that the entire Borg Collective is one giant life form. That would meet your second criteria, yes?

They're all connected into one single giant brain.
 
No, meeting my second criteria would be if every Borg vessel was its own Collective unto itself unaligned with any of the other Collectives.
 
^ Not only does it move slowly, it is repetitive (probably targeted to fill a certain amount of time, for some reason). And, there is a "soft" religious agenda behind it in some parts. Fast-forward is your friend. ;)
