Archer's a wuss. Janeway's not. Janeway by a mile.
However, Janeway's cleverer than that. She would probably bat her lashes to lull him into a false sense of security, then tie him to a chair and eject him out an airlock. Or put him in the transporter and split him into Good Archer and Evil Archer and make them kill each other. Yeah, let's go with Option 2.

I vote Janeway.
She simply has to drug Porthos, lie to Archer that the dog is dying and he will be sulking and fantasizing about his first officer in no time.
