For figuring out alien tech or coming up with an all-new way to save everybody's bacon: Torres.

For keeping a ship running through standard adversity and a daredevil captain: Scotty.

For fixing a piece of junk again and again and again with a bent hammer and 2½ loops of plasma wire: Tucker

For following orders to the hilt, no matter what it takes: O'Brien

For making it clear to the customer that what he asks isn't going to happen: LaForge

For doing it anyway: Stamets

All these qualities would need to be combined in one person or at least one engineering team to let a starship survive a season of Star Trek. They just happen to reach their peak in these specific characters.

Good analysis
Now I wouldn’t call the nx-01 a pice of junk. A starship with a lot of rough edges that could use more weapons, yes. Junk, no considering all it went through during its ten years of service.
 
Stamets came up with a new drive system that granted instant transit anywhere (and perhaps anywhen) in the multiverse.

Old Scotty came up with a formula to give any transporter virtually infinite range.

Stamets invention is perhaps a step ahead of Scotty's, but Scotty is still the one I'd want in engineering if Romulans, Klingons or a Giant Space Amoeba were attacking.
 
Is this who was the best chief engineer, or who was the best character among the chief engineer characters? 'Cause my answer is different depending on that. Scotty for the first, O'Brien for the second.

I have to say O'Brien. He not only took care of any issues on the station, but the Defiant and any alien vessels docked at the station. To be able to work continually not knowing what tech was going to be repaired on next, followed by his staunch loyalty and being a great family man, he is my pick.
 
Montgomery Scott. Best engineer, and a solid command officer.

I know some graphic has Stamets as Chief Engineer, but I thought someone behind the scenes said that was a mistake? His badge has the science division logo on it.
