For me, it's probably Kirk. He was too shallowly developed, and apart from his charisma, using wits/unorthodox means to get out of situations, and being a ladies man, he had no other depth to him. Picard and Sisko had episodes that featured their families, hobbies, love interests/girlfriends/wives, etc. But never one for Kirk.
I think Kirk was also not as well acted as Picard and Sisko. Which Kirk scene was ever as powerful as "And I will make them pay for what they've done!" or Benny Russell's breakdown?
Kirk was developed just fine. Heck, he was even split in half and he had to deal with his "dark side." Why should families, hobbies, and love interests be criteria for "favorite captain"? Why not say, "Tallest, deepest voice, shown eating on camera most often"? This seems less like depth and more like on-screen trivia. The depth that matters is the depth that is displayed in command.
If he is your least favorite, well, then he's your least favorite, but your criteria sound like the sort of things you'd ask about if you were looking for a date.
I didn't mind Archer so much, but he seemed like he strolled in from Leave it to Beaver or Archie and Jughead. He was just a little to earnest and eager to please. He didn't just have a beagle for a pet; he was a giant beagle.
My criteria are so since to me Kirk could never be related to as a person. My favourite captains are Picard and Sisko since to me since they're the captains I relate to the most.
Both Picard and Sisko suffered loss, overcame hardship and setbacks and won big. Picard commanded the flagship and made essential first contact with the Borg. Sisko made first contact with the Dominion and was one of (if not the) major players in the Dominion War. Just as Kirk was a legend in his day, Picard and Sisko were legends/major figures in their era.
I think it's also that Picard and Sisko basically seemed more rounded and human, and had everyday quirks/idiosyncrasies to that end. Picard didn't like children. Sisko had a teenage son. Sisko liked to cook, Picard liked archaeology and http://www.trekbbs.com/images/smilies/thumbsup.gifShakespeare. Sisko could sing well, Picard could play the flute. I never really knew Kirk as I "knew" Picard or Sisko.
To me Kirk is the most human of them all... and easiest to relate too. He's won big in life and lost just as big. He's a man so driven by his career that he's lost touch with so much that can make life special (I've seen many managerial types like this). He's a man that's made huge mistakes (and some have come back to haunt him).
What siskokid888 said.Janeway. She is just a zero. Not the actress' fault, of course, the writers didn't know what to do with the character. What makes the Trek captains great are the character flaws each has and how they overcome them - Kirk is self-righteous, Picard is arrogant, Sisko has a bad temper, Archer is naive. What was Janeway? The least developed and least "human" character of them all.
I must say I am not the biggest fan of TOS Kirk, because he was made to look just a bit too much like the perfect masculine hero, and I liked him better in the movies (TWOK-TSFS-TUC, to be precise) where he was more flawed and human.
Considering the fleet actions during the Dominion War under Sisko's command, I'd rather beam down with Kirk wearing a red shirt.I'd choose to serve under Sisko's command because he's a lot less likely to get me killed.![]()

Give me the humanity that Kirk exhibits any day of the week over the sanctimonious bluster that Picard spews.
