Who is the chief engineer on Discovery?

Based on the fact that the ship is equipped with a spore drive, it's Stamets, even though he's not assigned to the Engineering division.
 
I am pretty sure it has a regular warp drive, too.
The Spore drive is still highly experimental and not as advanced as the USS Glenn‘s.

She could not possibly have made it into deep space without warp.
 
It does have a regular warp drive, but the fact that it was built from the ground up specifically to house the spore drive makes Stamets essentially its CEO by default, even though he's not assigned specifically to serve in that capacity.
 
Christopher Russell plays a character listed as Milton Richter in the credits - he seemed to be the engineer on the Bridge, like Britch Weeton was on the Shenzhou. The tie-in novel says the Shenzhou's engineer was someone else, but that was a year prior - so it could have been Weeton, and it could've been Richter here.
 
The ship seems to lack a proper Tactical Officer, too, forcing the Security Chief to fire the big guns in the simulation (something Kirk's Security Chiefs never had to stoop to doing). That's excusable for a "science vessel", I guess. But not the absence of a proper Engineer.

We've also not seen the Chief Medical Officer, though. As we've been told in interviews that Culber isn't the CMO
