Voyager actually had its funny moments, with the Doctor. And Tuvok, of all people, had some amusing deadpan one-liners.
The Doctor had moments, but Picardo too often had a way of grating for me when the intention was to be funny. On Tuvok I'd agree; he was particularly good for an often caustic wit, and the writers did well when they remembered to play to Russ' ability to deliver it. The other VOY character who could make me laugh (sometimes without even saying a word) was Seven; I don't know how many takes were needed to get some of them, but Ryan pulled off some screamingly funny lines in that arch deadpan delivery of hers.
 
DS9, while they did some funny shows, has disqualified itself from the running for this title by having the increasingly irritating Ferengi episodes or the horrible horrible "Looking for Par'Mach...". They even turned the mirror universe into a comedy at the end. Come on!

Seconded. I thought DS9 was absolutely atrocious at humor. That being said, the others weren't that great at humor either. The only time Trek was ever successful at humor was Star Trek IV (and maybe a couple of scenes in V and VI). The rest just dont cut it.
 
I think part of me says DS9. I knew the kind of humor would work. I mean Quark is the miscievous one being watched by Odo all the time, that's funny enough. But I remember a moment where this bante was played out in the most obvious of ways. I don't remember the episode, but it was early on. i think "Vortex." Any Quark is doing or plotting such and such, and Odo from off camera or maybe from behind him says "QUARK" and they just show Quark's startled face as he jumps in place and drops whatever he's doing. I don't know, that moment was not only funny as hell, but was also the most literate interperpretation of their dynamic.

I loved the scene of Sisko and Dukat trading barbs in "Ties of Blood and Water," Sisko's asking why he's not a legate, and Dukat mentions the pretentiousness of being called a legate or emissary (LOL) and then Sisko adds Dominion puppet. LOL again!
 
TOS. The Bones/Spock badinage was often good, if occasionally repetitive. I'm with those who think the "comedic" Trek episodes across all series weren't that funny. I especially disliked Ferengi-centric eps on DS9. There are only a few jokes you can wring out of them (greed, cowardice, oo-mox, and misogyny) and they're best left to one-line jabs sprinkled throughout the series, not an entire hour.
 
TOS - perhaps because the tone of the entire series was lighter and the spectre of PC didn't loom over writer's pens. The trimuvirate of Kirk, Spock and McCoy had a chemistry that to varying degrees has been the standard all other series have tried to duplicate.
 
For me it's a toss between TOS and DS9, but I had to vote for TOS because DS9 had, IMO, about two too unfunny episodes for me.

Too many ferengi spoil the comedy IMHO. 'sides Garak was a lot funnier, in his own unique way...

...my vote go's to DS9...

...I be in dilema Ent or DS9...
...but I watch 5x09 - ''The Ascent'' yesterday and Odo & Quark scene be so funny...
